Summary: Filter multiple layers should warn about locked/hidden layers before applying the filter

Description
It's annoying to attempt to apply a filter to multiple layers, only to have it complain that one or more layers is locked. Then I have to undo.
Instead it should detect this condition and prompt ahead of time e.g.
- Apply to visible only
- Show all and apply
- Cancel
