Summary: Allow the use of Windows registry as configuration backing store

Description
Allow NPS to use a registry key to store its settings. The primary purpose of this would be to allow creation of GPOs to restrict settings in a corporate environment, but may be advantageous in other cases as well.
This should be an option that can be set in the paths.ini file.
