Summary: Image operations don't apply to selection when they should

Description
The following operations SHOULD apply to the selection if it exists, but instead apply to the whole image. They should either be updated to apply to the selection.
Image -> Tile
Color -> Count Colors
Color -> Color Matrix
Color -> Invert Colors
Color -> Make Opaque
Additionally, the following should be disabled when working with text:
Image -> Clear Image

Updated all operations to check for a selection first and to apply to selection, as described above.
