Description
Provide a set of fixed, global components such as brushes, palettes, etc. that are available to all users. These can be stored in Program Files or another read-only directory.
Then allow users to add their own per-user brushes, palettes, etc. without affecting those of other users. an item with the same name exists, the per-user one takes precedence. This allows the user to "modify" the default items as well.
Requires a core change for enumeration of these items.

Resolution
Done for brushes, color palettes, textures, and scripts. Will be done for new types of components going forward.
