Summary: Toolbox/sidebar panels don't show up occasionally

Description
Window sidebar panels don't show up sometimes and when this happens, other parts of the window (such as the canvas scrollbar) are then moved partially off screen.
Severity is "minor" since this happens very rarely, otherwise it's a pretty significant usability issue
Steps to Reproduce
Unsure, sometimes happens when NPS is closed when minimized beforehand
Resolution
Pyrite redid how these load so hopefully not an issue any more
