Description
Allow the user to choose the default tool used (currently the pencil), possibly use the last-used tool.
User input:
I would like to have the rectangular select tool selected by default when I open an image. Currently, the pencil tool is selected by default, so I always accidently draw on my photos.

Resolution
Added backend configuration for loading the default tool at startup and saving the current tool at shutdown
Added Configuration Panel option under General -> Drawing
