Summary: Installer freezes when attempting to install over a running copy of NPS

Description
When I attempt to download and install the latest version of NPS, setup prompts me if I want to close the current instance of NPS. I choose yes, and the install stalls saying NPS is currently running. I have to manually go in to task manager and kill the program to install.
Steps to Reproduce
While running a previous version of NPS, click the download pop-up, download the latest version, and attempt to install it.
